Good morning, and thank you for the invitation to speak. It is a great pleasure to be here.
I want to thank our host, Microsoft Research-what a beautiful campus you have here-and co-sponsors Sea-Bird Electronics, Sonardyne International, Reed Exhibitions, NANOOS [the Northwest Association of Networked Ocean Observing Systems], and IOOS [the Integrated Ocean Observing System].
It gives me a lot of personal satisfaction to speak with you today. I became involved with IOOS shortly after its inception. Then-NOAA-Administrator Vice Admiral Conrad Lautenbacher mentioned in our Annual Guidance Memorandum-where NOAA lays out its priorities-the important work of IOOS in monitoring the "pulse of the planet," and I signed on right away.
